The simple answer is no.

Shutters are designed to give you excellent control over light and privacy, but they are classed as room darkening, not blackout. As you can see in this photo, a small amount of light will still come through around the louvres and frame during the day.

For many people, that's perfect. You get privacy without making the room feel completely closed off.
