I think brocade is the flowered version of Mikado, just as we have flowered crepe and plain crepe. They behave same way....

You measured 25 inches now, if you're not very careful before you sew finish it will be 23 inches...

I used built-up neckline instead of collar.
I used zipper for the front instead of buttons.
