𝐈𝐂𝐘𝐌𝐈: The Coast Guard Strategic Studies and International Affairs Center (CGSSIAC) through International Affairs Division (IAD), 𝐜𝐨𝐧𝐝𝐮𝐜𝐭𝐞𝐝 𝐓𝐫𝐨𝐨𝐩𝐬 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 (𝐓𝐈&𝐄) 𝐨𝐧 𝐁𝐚𝐬𝐢𝐜 𝐆𝐮𝐢𝐝𝐞𝐥𝐢𝐧𝐞𝐬 𝐨𝐟 𝐃𝐫𝐚𝐟𝐭𝐢𝐧𝐠 𝐂𝐨𝐦𝐦𝐞𝐧𝐭𝐬 𝐚𝐧𝐝 𝐈𝐧𝐩𝐮𝐭𝐬 at CGSSIAC Working Area, Ground Floor Citadel Bldg., 673 Bonifacio Drive, Port Area Manila on 20 August 2026.

The activity was led by the Chief, IAD, 𝐂𝐃𝐑 𝐍𝐀𝐂𝐈𝐄𝐋𝐘𝐍 𝐂 𝐄𝐒𝐐𝐔𝐈𝐋𝐋𝐎 𝐏𝐂𝐆, who emphasized the importance of continuous learning and strengthening practical skills in the preparation and review of official documents aims to enhance the knowledge, skills and professional competencies of CGSSIAC Personnel.

𝐀𝐒𝐍 𝐌𝐚𝐫𝐫𝐞𝐧 𝐀 𝐀𝐝𝐚𝐧 𝐏𝐂𝐆 presented "𝐏𝐨𝐥𝐢𝐜𝐲 𝐏𝐞𝐫𝐬𝐩𝐞𝐜𝐭𝐢𝐯𝐞 𝐚𝐧𝐝 𝐑𝐞𝐟𝐞𝐫𝐞𝐧𝐜𝐢𝐧𝐠," highlighting the importance of sound policy analysis and the use of appropriate and reliable references in official documents. This was followed by 𝐀𝐒𝐍 𝐃𝐨𝐧 𝐋𝐚𝐦𝐛𝐞𝐫𝐭 𝐉𝐮𝐬𝐭𝐢𝐧𝐞 𝐄𝐬𝐪𝐮𝐢𝐯𝐞𝐥 𝐏𝐂𝐆, who discussed "𝐁𝐚𝐬𝐢𝐜 𝐆𝐮𝐢𝐝𝐞𝐥𝐢𝐧𝐞𝐬 𝐨𝐧 𝐃𝐫𝐚𝐟𝐭𝐢𝐧𝐠 𝐂𝐨𝐦𝐦𝐞𝐧𝐭𝐬 𝐚𝐧𝐝 𝐈𝐧𝐩𝐮𝐭𝐬," providing practical guidance on preparing clear, concise, relevant, and well-supported comments and inputs.

The activity concluded with the remarks from Deputy Director, CGSSIAC, 𝐂𝐀𝐏𝐓 𝐀𝐈𝐋𝐄𝐄𝐍 𝐏 𝐂𝐀𝐈𝐍𝐀𝐏 𝐏𝐂𝐆, who underscored the value of applying the knowledge gained to improve professional performance and contribute to effective policy and document preparation.

𝐈𝐂𝐘𝐌𝐈: The Coast Guard Strategic Studies and International Affairs Center (CGSSIAC) through its Doctrine, Strategy, and Policy (DSP) Division successfully conducted a Troops Information and Education (TI&E) on PCG Doctrine Development System (PCG DDS) and PCG Basic Doctrine to all CGSSIAC personnel on 20 August 2026 at the CGSSIAC Office, 637 Bonifacio Drive, Port Area, Manila, as part of its pre-anniversary activity.

This activity aims to equip CGSSIAC personnel with the necessary knowledge and competencies in the formulation, evaluation, and publication of PCG doctrines, strategies, and policies, ensuring that all personnel are adequately informed, guided, and aligned with established processes and standards. It also seeks to deepen their understanding of the vital role of doctrinal, strategy, and policy documents in providing a common foundation of knowledge and understanding that guides PCG personnel in the planning, decision-making, and ex*****on of strategic actions.

Through this initiative, the CGSSIAC demonstrates its continued commitment to enhancing the knowledge, skills, and capabilities of its personnel by sharing its expertise and knowledge to support the effective performance of their duties and responsibilities.

𝐈𝐂𝐘𝐌𝐈: The Coast Guard Strategic Studies and International Affairs Center (CGSSIAC) conducted a 𝐓𝐫𝐨𝐨𝐩𝐬 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 (𝐓𝐈&𝐄) 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲 on 12 August 2026 at the CGSSIAC Office, Working Area, underscoring the personnel’s understanding on the purpose and significance of an After-Activity Report (AAR) and its key components. Applying appropriate guidelines to prepare clear, accurate, and concise reports that document the activity’s successes, challenges, and lessons learned. Strategically formulating actionable recommendations to improve future planning, implementation, and overall performance.

The activity served as a learning platform for CGSSIAC personnel, emphasizing the importance of continuous learning, information sharing, and professional development in the performance of their respective duties. Through the discussion and exchange of ideas, personnel were given the opportunity to gain a better understanding of relevant concepts, apply lessons to their work, and recognize how individual responsibilities contribute to the overall mission and objectives of the Center.

The conduct of the activity reflects the CGSSIAC's commitment to developing capable, informed, and adaptable personnel who can effectively contribute to the Center's mandate of advancing strategic studies, policy development, research, and international cooperation in support of the Philippine Coast Guard.

Through sustained TI&E activities, CGSSIAC continues to equip its personnel with the knowledge and competencies necessary to meet emerging challenges, strengthen institutional performance, and contribute meaningfully to the PCG's strategic direction.

The Coast Guard Strategic Studies and International Affairs Center (CGSSIAC) successfully conducted the 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐲 𝐐𝐮𝐢𝐳 𝐁𝐨𝐰𝐥 𝐢𝐧 𝐂𝐞𝐥𝐞𝐛𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 9𝐭𝐡 𝐅𝐨𝐮𝐧𝐝𝐢𝐧𝐠 𝐀𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲.

In celebration of its 9𝐭𝐡 𝐅𝐨𝐮𝐧𝐝𝐢𝐧𝐠 𝐀𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲, the 𝐂𝐨𝐚𝐬𝐭 𝐆𝐮𝐚𝐫𝐝 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐒𝐭𝐮𝐝𝐢𝐞𝐬 𝐚𝐧𝐝 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐟𝐟𝐚𝐢𝐫𝐬 𝐂𝐞𝐧𝐭𝐞𝐫 (𝐂𝐆𝐒𝐒𝐈𝐀𝐂) conducted the 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐲 𝐐𝐮𝐢𝐳 𝐁𝐨𝐰𝐥 to strengthen the maritime knowledge and strategic awareness of Philippine Coast Guard personnel.

More than a competition, the Maritime Strategy Quiz Bowl served as a platform to reinforce professional development, strategic thinking, and operational knowledge among PCG personnel while promoting greater appreciation of contemporary maritime issues and the Coast Guard's mandate.

𝐈𝐂𝐘𝐌𝐈: The Philippine Coast Guard (PCG), through the Coast Guard Strategic Studies and International Affairs Center (CGSSIAC), together with the Konrad-Adenauer-Stiftung (KAS) Philippines, hosted the conference themed “Building Resilience through Collaborations: Security of Critical Maritime Infrastructures” on 13 August 2026 at St. Giles Hotel, Makati City.

𝐂𝐀𝐏𝐓 𝐀𝐈𝐋𝐄𝐄𝐍 𝐏 𝐂𝐀𝐈𝐍𝐀𝐏 𝐏𝐂𝐆, the Deputy Director of CGSSIAC, in her remarks described the country’s ports, routes, and maritime infrastructure as “the arteries through which our economy breathes, our communities are supplied, and our sovereignty is exercised,” and welcomed delegates on behalf of CGSSIAC and its partnership with KAS Philippines.

In her Opening Message, 𝐌𝐬. 𝐃𝐚𝐧𝐢𝐞𝐥𝐚 𝐁𝐫𝐚𝐮𝐧, Country Director of KAS Philippines, noted that Europe and the Indo-Pacific “both depend on secure shipping routes, resilient ports, reliable communication networks, and stable supply chains,” and stressed that resilience “is not built during a crisis” but “beforehand through planning, coordination, investment, trust, and sustained cooperation.”

The conference brought together resource speakers, panelists, senior officers, and stakeholders from government, academe, and international institutions to discuss threats to the Philippines’ critical maritime infrastructure and the measures needed to protect it, through three thematic sessions.

In the first session on Evolving Threats to Critical Maritime Infrastructures, 𝐌𝐬. 𝐋𝐢𝐳𝐳𝐚 𝐁𝐨𝐦𝐚𝐬𝐬𝐢 of the European Union Institute for Security Studies and 𝐏𝐫𝐨𝐟. 𝐕𝐢𝐜𝐭𝐨𝐫 𝐀𝐧𝐝𝐫𝐞𝐬 𝐂. 𝐌𝐚𝐧𝐡𝐢𝐭 of the Stratbase ADR Institute, argued that maritime infrastructure now faces increasingly sophisticated and interconnected threats requiring practical, sustained action. This was followed by a discussion with the attendees moderated by 𝐃𝐫. 𝐃𝐨𝐧 𝐌𝐜𝐋𝐚𝐢𝐧 𝐆𝐢𝐥𝐥 of De La Salle University.

For the second session on Inter-agency Coordination for Maritime Infrastructure Protection, 𝐕𝐀𝐃𝐌 𝐀𝐋𝐋𝐄𝐍 𝐉 𝐃𝐀𝐋𝐀𝐍𝐆𝐈𝐍 𝐏𝐂𝐆 of the National Maritime Center and 𝐑𝐀𝐃𝐌 𝐑𝐎𝐌𝐌𝐄𝐋 𝐉𝐔𝐃𝐄 𝐆. 𝐎𝐍𝐆 𝐏𝐍 (𝐑𝐄𝐓.) of the Ateneo School of Government, highlighted the need for coordination across national and regional levels, including a proposed framework for submarine cable security patterned after the ReCAAP mechanism. This was also followed by a discussion with the attendees moderated by 𝐌𝐫. 𝐌𝐚𝐫𝐫𝐞𝐧 𝐀. 𝐀𝐝𝐚𝐧 of CGSSIAC.

The third session on Ensuring the Resilience and Continuity of Critical Maritime Infrastructures, 𝐃𝐫. 𝐒𝐮 𝐖𝐚𝐢 𝐌𝐨𝐧 of the NUS Centre for International Law and 𝐃𝐫. 𝐂𝐡𝐞𝐬𝐭𝐞𝐫 𝐁. 𝐂𝐚𝐛𝐚𝐥𝐳𝐚 of the International Development and Security Cooperation, emphasized that resilience depends on collective, multilateral action across all levels of government. This was then followed by a discussion with the attendees moderated by 𝐀𝐭𝐭𝐲. 𝐉𝐚𝐜𝐪𝐮𝐞𝐥𝐢𝐧𝐞 𝐉𝐨𝐲𝐜𝐞 𝐅. 𝐄𝐬𝐩𝐞𝐧𝐢𝐥𝐥𝐚 of the UP College of Law.

In his Keynote Address, PCG Commandant 𝐀𝐃𝐌 𝐑𝐎𝐍𝐍𝐈𝐄 𝐆𝐈𝐋 𝐋 𝐆𝐀𝐕𝐀𝐍 𝐏𝐂𝐆 reminded participants that securing the country’s ports, cables, and sea lanes “is not a responsibility any single institution can discharge in isolation, however capable that institution may be,” and urged PCG personnel to carry the day’s lessons into practice.

Through candid exchanges on emerging maritime threats, institutional coordination, and resilience-building, the Conference reaffirmed the Philippine Coast Guard’s commitment to strengthening the security of its critical maritime infrastructure and to deepening collaborative ties with international and regional partners in advancing a safe, secure, and rules-based maritime domain.

𝐈𝐂𝐘𝐌𝐈: The Philippine Coast Guard (PCG) served as co-host and Chair of the ReCAAP ISC Governing Council convened the Capacity Building Senior Officers’ Meeting (CBSOM) 2026 in Manila from June 22 to 26, 2026.
The five-day gathering brought together delegates from 14 contracting parties and two observers from Malaysia and Indonesia, alongside representatives from the Philippine shipping industry, port authorities, and partner agencies. The meeting underscored the enduring importance of international collaboration in safeguarding maritime trade routes vital to the Philippine economy and global commerce.

In his welcome address, Admiral Ronnie Gil L Gavan PCG, Commandant of the PCG and Chairperson of the ReCAAP ISC Governing Council, highlighted the remarkable progress achieved in regional maritime security. He also shared the transformation of the Sulu-Celebes Sea, where the threat of piracy and sea robbery has been reduced and served as a testament to sustained trilateral cooperation among the Philippines, Indonesia, and Malaysia.

These achievements reflect the Philippines’ whole-of-government approach, where success is driven by a coordinated national effort. The PCG works hand-in-hand with law enforcement agencies, port authorities, and industry stakeholders to safeguard maritime trade routes. The PCG’s role as National Focal Point is not carried out in isolation, but as part of a broader national commitment to maritime security and regional stability.
CBSOM 2026 served as a platform to review operational gaps, share best practices, and chart the ReCAAP ISC Ten-Year Roadmap (2027–2036). Discussions focused on strengthening information-sharing structures, enhancing cybersecurity, expanding membership, and deepening cooperation with industry stakeholders.

Anchored in President Ferdinand R Marcos Jr's "Bagong Pilipinas" campaign, the PCG reaffirmed its commitment as the National Focal Point, actively contributing to regional maritime security through law enforcement, intelligence coordination, coastal surveillance, and stakeholder engagement with shipping companies and port operators.

𝐈𝐂𝐘𝐌𝐈: The Philippine Coast Guard (PCG), under the Chairship of the Republic of the Philippines, successfully hosted the 5th ASEAN Coast Guard Forum High-Level Meeting (ACF-HLM) 2026) in Manila from 03 to 06 June 2026. The four-day meeting convened Heads of Delegation and senior representatives of ASEAN Coast Guards and Maritime Law Enforcement Agencies (MLEA) to strengthen regional maritime cooperation consistent with the purposes and principles of ASEAN, international law, and the shared commitment of Member States to maintaining a safe, secure, stable, and rules-based maritime domain. The successful hosting of the Meeting underscored the Philippines' continued commitment to advancing regional cooperation and fostering constructive engagement on issues of common maritime concern.

During the Meeting, participating delegations concluded substantive deliberations on the institutional development of the ACF, resulting in the adoption of the ACF Concept Paper, the Terms of Reference (TOR), and the Joint Declaration supporting the Forum's formal institutionalization within the ASEAN framework. These significant outcomes establish the institutional foundation for enhanced cooperation among ASEAN Coast Guards and MLEA in the fields of maritime safety and security, maritime law enforcement, marine environmental protection, humanitarian assistance and disaster response, capacity-building, information sharing, and operational interoperability. On the margins of the Meeting, the PCG likewise conducted bilateral engagements with the Myanmar Coast Guard, Singapore Police Coast Guard, Indonesian Coast Guard (BAKAMLA RI), and the Malaysia Maritime Enforcement Agency (MMEA) to review ongoing cooperation, discuss prospective initiatives, and further strengthen bilateral maritime partnerships.

The Meeting achieved these outcomes through sustained dialogue, consensus-building, and close coordination among participating delegations, reflecting the shared resolve of ASEAN Member States to promote practical and enduring maritime cooperation. Complemented by diplomatic and cultural engagements that fostered mutual trust and professional exchanges, the Meeting further reinforced the importance of collaboration in addressing common maritime challenges. As Malaysia assumes the Chairmanship and prepares to host the 6th ASEAN Coast Guard Forum High-Level Meeting in 2027, the PCG reaffirms its commitment to supporting the continued development of the Forum and to working closely with ASEAN Member States in advancing inclusive, rules-based, and forward-looking maritime cooperation for the peace, stability, and prosperity of the region.

𝐈𝐂𝐘𝐌𝐈: The Coast Guard Strategic Studies and International Affairs Center (CGSSIAC) conducted the Philippine Coast Guard (PCG) Protocol Seminar Workshop from 11 to 13 May 2026 as part of its continuing efforts to strengthen the institutional and diplomatic competencies of PCG officers in the conduct of official engagements. The activity brought together personnel from various units of the Service to deepen their understanding of protocol as a fundamental component of public service, official representation, and professional interaction with government agencies, foreign counterparts, and international partners.

The three-day workshop featured a comprehensive program of instruction delivered by resource speakers from the Department of Foreign Affairs (DFA), including 𝐌𝐬. 𝐍𝐨𝐯𝐚 𝐃𝐞 𝐋𝐚𝐫𝐚, who provided expert guidance on diplomatic and government protocol. Discussions covered the principles and application of protocol within the PCG, including forms of address, order of precedence, flag protocol, courtesy calls, official visits, ceremonial observances, and other institutional practices. Participants likewise examined the role of professional etiquette in official representation, with particular emphasis on the values of courtesy, consideration, sound judgment, and respect that underpin effective engagement in both national and international settings.

Through a combination of policy-based discussions and practical learning sessions, the workshop reinforced the importance of adherence to established protocol in ensuring the orderly, respectful, and professional conduct of official functions. It further highlighted the responsibility of protocol officers and representatives to exercise diligence in planning, coordination, and ex*****on, recognizing that attention to detail contributes directly to institutional credibility and public confidence. The activity concluded with a reaffirmation of protocol as an enduring professional obligation that safeguards the honor of the Service, promotes effective diplomatic engagement, and strengthens the PCG's standing as a disciplined and respected maritime institution.
