๐ˆ๐‚๐˜๐Œ๐ˆ: The Coast Guard Strategic Studies and International Affairs Center (CGSSIAC) through its Doctrine, Strategy, and Policy (DSP) Division successfully conducted a Troops Information and Education (TI&E) on PCG Doctrine Development System (PCG DDS) and PCG Basic Doctrine to all CGSSIAC personnel on 20 August 2026 at the CGSSIAC Office, 637 Bonifacio Drive, Port Area, Manila, as part of its pre-anniversary activity.

This activity aims to equip CGSSIAC personnel with the necessary knowledge and competencies in the formulation, evaluation, and publication of PCG doctrines, strategies, and policies, ensuring that all personnel are adequately informed, guided, and aligned with established processes and standards. It also seeks to deepen their understanding of the vital role of doctrinal, strategy, and policy documents in providing a common foundation of knowledge and understanding that guides PCG personnel in the planning, decision-making, and ex*****on of strategic actions.

Through this initiative, the CGSSIAC demonstrates its continued commitment to enhancing the knowledge, skills, and capabilities of its personnel by sharing its expertise and knowledge to support the effective performance of their duties and responsibilities.

The activity served as a learning platform for CGSSIAC personnel, emphasizing the importance of continuous learning, information sharing, and professional development in the performance of their respective duties. ๐‚๐€๐๐“ ๐€๐ˆ๐‹๐„๐„๐ ๐ ๐‚๐€๐ˆ๐๐€๐ ๐๐‚๐†, the Deputy Director of CGSSIAC, in her remarks described the countryโ€™s ports, routes, and maritime infrastructure as โ€œthe arteries through which our economy breathes, our communities are supplied, and our sovereignty is exercised,โ€ and welcomed delegates on behalf of CGSSIAC and its partnership with KAS Philippines.

In her Opening Message, ๐Œ๐ฌ. ๐ƒ๐š๐ง๐ข๐ž๐ฅ๐š ๐๐ซ๐š๐ฎ๐ง, Country Director of KAS Philippines, noted that Europe and the Indo-Pacific โ€œboth depend on secure shipping routes, resilient ports, reliable communication networks, and stable supply chains,โ€ and stressed that resilience โ€œis not built during a crisisโ€ but โ€œbeforehand through planning, coordination, investment, trust, and sustained cooperation.โ€

The conference brought together resource speakers, panelists, senior officers, and stakeholders from government, academe, and international institutions to discuss threats to the Philippinesโ€™ critical maritime infrastructure and the measures needed to protect it, through three thematic sessions.

In his welcome address, Admiral Ronnie Gil L Gavan PCG, Commandant of the PCG and Chairperson of the ReCAAP ISC Governing Council, highlighted the remarkable progress achieved in regional maritime security. He also shared the transformation of the Sulu-Celebes Sea, where the threat of piracy and sea robbery has been reduced and served as a testament to sustained trilateral cooperation among the Philippines, Indonesia, and Malaysia.

These achievements reflect the Philippinesโ€™ whole-of-government approach, where success is driven by a coordinated national effort. The PCG works hand-in-hand with law enforcement agencies, port authorities, and industry stakeholders to safeguard maritime trade routes. The PCGโ€™s role as National Focal Point is not carried out in isolation, but as part of a broader national commitment to maritime security and regional stability.
CBSOM 2026 served as a platform to review operational gaps, share best practices, and chart the ReCAAP ISC Ten-Year Roadmap (2027โ€“2036). Discussions focused on strengthening information-sharing structures, enhancing cybersecurity, expanding membership, and deepening cooperation with industry stakeholders.

During the Meeting, participating delegations concluded substantive deliberations on the institutional development of the ACF, resulting in the adoption of the ACF Concept Paper, the Terms of Reference (TOR), and the Joint Declaration supporting the Forum's formal institutionalization within the ASEAN framework. These significant outcomes establish the institutional foundation for enhanced cooperation among ASEAN Coast Guards and MLEA in the fields of maritime safety and security, maritime law enforcement, marine environmental protection, humanitarian assistance and disaster response, capacity-building, information sharing, and operational interoperability. On the margins of the Meeting, the PCG likewise conducted bilateral engagements with the Myanmar Coast Guard, Singapore Police Coast Guard, Indonesian Coast Guard (BAKAMLA RI), and the Malaysia Maritime Enforcement Agency (MMEA) to review ongoing cooperation, discuss prospective initiatives, and further strengthen bilateral maritime partnerships.

The activity brought together personnel from various units of the Service to deepen their understanding of protocol as a fundamental component of public service, official representation, and professional interaction with government agencies, foreign counterparts, and international partners.

The three-day workshop featured a comprehensive program of instruction delivered by resource speakers from the Department of Foreign Affairs (DFA), including ๐Œ๐ฌ. ๐๐จ๐ฏ๐š ๐ƒ๐ž ๐‹๐š๐ซ๐š, who provided expert guidance on diplomatic and government protocol. Discussions covered the principles and application of protocol within the PCG, including forms of address, order of precedence, flag protocol, courtesy calls, official visits, ceremonial observances, and other institutional practices. Participants likewise examined the role of professional etiquette in official representation, with particular emphasis on the values of courtesy, consideration, sound judgment, and respect that underpin effective engagement in both national and international settings.

Through a combination of policy-based discussions and practical learning sessions, the workshop reinforced the importance of adherence to established protocol in ensuring the orderly, respectful, and professional conduct of official functions. It further highlighted the responsibility of protocol officers and representatives to exercise diligence in planning, coordination, and ex*****on, recognizing that attention to detail contributes directly to institutional credibility and public confidence.
