π¨ WARNING: FAKE MMDA βOVERDUE TRAFFIC TICKETβ TEXT SCAM IS CIRCULATING
Motorists in Metro Manila are being warned to be extremely careful with text messages claiming that an MMDA traffic ticket is about to become overdue and demanding immediate payment through a link.
The message may look official. It may even appear under a sender name connected to the MMDA.

The Metropolitan Manila Development Authority has already warned motorists about phishing scams impersonating its No Contact Apprehension Policy (NCAP) system.
In August 2026, the MMDA said it was investigating NCAP-related scams after receiving more than 180 complaints in just one week.
According to the MMDA, scammers have been directing motorists to fake websites where they are asked to enter personal and vehicle information before supposedly paying a traffic fine.

π± WHAT THE SCAM MESSAGE MAY SAY

A typical message may read something like:
βYour traffic ticket is about to become overdue. Substantial late fees will be incurred after the due date.β
It then provides a website link and pressures the recipient to settle the supposed violation immediately.
That urgency is designed to make you react before checking whether the message is legitimate.

β οΈ THE BIGGEST RED FLAG: THE LINK
ββββββββββββββββββ
The MMDA DOES send legitimate SMS and email notifications relating to validated NCAP violations.
However, there is one extremely important difference:
π Official MMDA NCAP text notifications DO NOT contain clickable payment or verification links.
MMDA Chairman Romando Artes has specifically warned motorists that links inside supposed MMDA violation messages are a major red flag.
Legitimate notifications direct motorists to independently visit the MMDAβs official system to verify the violation.
If a message tells you to click a strange linkβparticularly one using an unfamiliar domain such as .buzz, .tw or another non-government addressβdo not open it.
Government services should be accessed by manually entering or independently searching for the verified official .gov.ph website rather than trusting a link sent through an unexpected message.

βPAY NOW OR FACE HUGE LATE FEESβ

Another warning sign is the threat of rapidly increasing penalties.
The MMDA has specifically stated that there are no additional fines imposed simply for late processing of an NCAP violation.
Scammers use phrases such as:
β βSubstantial late fees will be incurredβ
β βYour fine will increase todayβ
β βYour registration will be suspendedβ
β βPay immediately to avoid additional chargesβ
These messages are designed to frighten motorists into paying before verifying the alleged violation.

WHAT HAPPENS IF YOU CLICK?

The link may open a professionally designed phishing website made to resemble a legitimate Philippine government portal.
The fake site may ask for information such as:
β’ Vehicle plate number
β’ Motor vehicle details
β’ Full name
β’ Mobile number
β’ Email address
β’ Credit or debit card information
β’ E-wallet information
β’ Card expiry date
β’ CVV/security code
Once you provide this information, criminals may be able to steal your money or use your personal information for further fraud.
The MMDA has warned that victims who enter information on these fake websites may also expose their e-wallet and other financial information.

BUT THE MESSAGE SAYS βMMDAβ

Do not automatically trust the sender name displayed on your phone.
Cybercriminals can use techniques that make fraudulent messages appear to come from recognizable organizations.
What matters is what the message is asking you to do.
A recognizable sender name does NOT make a suspicious link safe.

HOW TO CHECK AN MMDA VIOLATION SAFELY

If you receive a notification and genuinely believe you might have an NCAP violation:
Do not use the link in the text.
Instead, independently access the MMDAβs official May Huli Ka system:
You can verify a possible violation using the required vehicle information through the legitimate MMDA system.
The governmentβs eGovPH Super App may also be used to access supported government services through official channels.

π WHAT TO DO WITH A SUSPICIOUS MESSAGE

1. DO NOT CLICK THE LINK
Even if the website looks legitimate.
2. DO NOT ENTER PERSONAL INFORMATION
Never provide card numbers, CVVs, passwords, OTPs or e-wallet credentials through a site reached from a suspicious SMS.
3. SCREENSHOT THE MESSAGE
Keep evidence of the sender name, message and website address.
4. DELETE AND BLOCK THE MESSAGE
Do not reply or engage with the sender.
5. VERIFY DIRECTLY WITH MMDA

π© Treat it as suspicious.
Open the official government service yourself instead.
Scammers only need one successful victim.

A few seconds of caution could save someone from losing thousands of pesos.
