👉 Environment: temperature, humidity, and service conditions on site
👉 Substrate: moisture, soundness, the concrete surface profile

When you’re standing over an existing flake system, what you’re actually doing is making a call, not just quoting the job.

Once you’ve quoted a resurface, you’ve committed to whatever you find.

Flake condition, topcoat wear, adhesion integrity, what’s underneath, that assessment all happens before you even say a number out loud. The clients who push back might be the ones who were told it just needs a topcoat, by someone else.
