No to Reclamation, Yes to Rehabilitation

"A bloodline creates relatives but a loving heart creates a family" - Ally Fred

An "ally" in the LGBTQ movement is a person who supports equality and speaks out against prejudice. An ally is someone who stands by you and supports you because they understand that it's the proper thing to do.

To avoid and even prevent bullying and prejudice against LGBTQ youth, straight allies can be extremely important. We can contribute significantly to ensuring that schools and settings for out-of-home care are secure by taking action to openly support LGBTQ and their rights.

We are all powerful because we have all endured. We need to be visible. We shouldn't be ashamed of who we are or the causes we support. We are all in this fight for our rights. Let's protect and support our q***r family.

SOGIE Bill, is it worth it?

On January 26, 2000, former Akbayan Representative Etta Rosales filed the first Anti-Discrimination Bill (ADB) or House Bill 09095, marking the beginning of the first congressional fight for equality and protection against discrimination in the country. Since that time, the ADB bill has been filed and refiled in successive Congresses.

In the previous 18 years, there have been advancements for the LGBTQIA+ community. Gender identity was one of the protected groups in the Anti-Discrimination Bill that Rosales submitted in 2003. Even in the lower house, the exact identical bill was passed on the third reading with 118 approval votes and no opposing votes. However, when it reached the Senate, the latter did not take any action.

ADB is now known as the S*xual orientation and Gender Identity and Expression (SOGIE) Equality Bill and passed on the third reading in the House of Representatives last September 20, 2017. However, it failed after hanging in the Senate.

The fight for equality continues as many local governments pass their own versions of anti-discrimination ordinances. But in the absence of a national law, would it be enough to protect the rights of more than 100 million Filipinos?

In December 2020, Sen. Risa Hontiveros sponsored the bill once again, which was called the S*xual Orientation, Gender Identity, Gender Expression, and S*x Characteristics (SOGIESC) Equality Bill or Senate Bill No. 1934.

This bill aims to provide equal protection and fulfill the rights enshrined in the 1987 Constitution. This will recognize the LGBTQIA+ as equals like everyone and ensure their rights are protected. This bill will safeguard the rights of the LGBTQIA+ community, such as their right to access public services, right to use establishments and services, including housing, and right to apply for a professional license, among others. Unequal treatment of a worker or anybody hired to provide services, refusal or revocation of accreditation to any organization owing to an individual's SOGIE, and denial or expulsion from an educational institution will also result in penalties. According to the SOGIE, any kind of harassment or violence against LGBTQIA+ individuals qualifies as discrimination.

Now, is the SOGIE Bill still worth it? Definitely, yes! Not only is the bill punitive, but it also serves a preventative purpose. This bill is not just meant for those who consider themselves members of the LGBTQIA+ community, but for everyone regardless of their s*xual orientation, gender identity, and expression. As we celebrate Pride Month and rally for equality, we must also reiterate our call to the legislative branch of the government - pass the SOGIE Equality Bill now! LGBTQIA+ rights shouldn't be stomped on or disregarded in the present day. Pride is a protest, and a good ally would amplify the calls of the minority.

Malolos ADO: A Step Closer Towards Equality

On March 24, 2022, equality won in the City of Malolos, Bulacan, as the Malolos Anti-Discrimination Ordinance (MADO) was approved on final reading by the City Council with 7-5 votes. For the capital city of Bulacan, this is a significant and historic step towards achieving equality as Malolos is one of the most recent LGUs to pass an anti-discrimination ordinance.

The MADO prevents and penalizes discrimination on the basis of s*xual orientation, gender identity and expression, and s*x characteristics in employment, education, accommodation, and service delivery. Verbal and non-verbal mockery and defamation, harassment, unjust detention, forced incarceration, denying people admission and refusing to serve them, and removing an organization's accreditation, recognition, or registration based on their actual or perceived SOGIESC are also all unlawful.

The passage of MADO recognizes the need for anti-discrimination laws in the whole country. Many local lawmakers have proven that the fight for equality and the rights against discrimination must be for all regardless of their SOGIE. The call for safe spaces and equal rights does not end here. As we venture into a more progressive society where we can live without gender-based discrimination and violence, we shall amplify our voices and act as ONE to further our call and pass the SOGIE Equality Bill in our country. Happy Pride Month! 🏳️‍🌈

"All human beings deserve equal treatment, no matter their gender identity or s*xuality."
- Andreja Pejic

One of the uncertainties faced by individuals especially the LGBTQIA+ community is the identity of one's s*xuality and gender expression. It may seem obvious and easy to some people who do not face the dilemma of identity crisis, but as the saying goes, "People will never truly understand something until it happens to them". Nonetheless, what we can do is to be kind and respectful to everyone since we do not know what someone's might going through.

Regardless of what other people may say, no one has the authority to label anyone's SOGIE. It is solely our power and right to identify ourself. It is also ok if we don't know yet who we are. Afterall, knowing ourself is a continuous process and a journey.

In order to enlighten everyone and help someone facing this difficulty, these are some terminologies about S*xual Orientation, Gender Identity and Expression that may help to acknowledge oneself identity. For more information, you may download this PDF file about SOGIE. May we spread love, understanding, respect, equality, and kindness to everyone. Happy Pride 🏳️‍🌈
