The 13th amendment passed in 1865
“Section 1: Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Section 2: Congress shall have power to enforce this article by appropriate legislation.”
the US passed a law regarding slavery-not setting them free, but titled the Fugitive Slave Act of 1793. This provided for the return of escaped slaves. They were to be sent back to their owners regardless of what state they were in.
In today’s society, African Americans and colored descendants are targeted at excessively higher rates to be incarcerated, creating a glitch in the system to enforce slavery as punishment for crime.
