Fiber-reactive dyes require an alkaline (high pH) environment to chemically bond with cellulose fibers. Soda ash acts as this alkaline fixative. Vinegar is highly acidic; if used, it will lower the pH, prevent the dye from setting, and result in the dye completely washing out.
