Department of National Defense (DND) Secretary Gilberto C. Teodoro, Jr. directed the Armed Forces of the Philippines (AFP) to expand the Direct Commission Program to attract highly qualified professionals and develop a more agile, technologically capable, and multidisciplinary military force.

The directive seeks to enhance the recruitment and commissioning of qualified Advance Reserve Officers’ Training Corps (ROTC) graduates, deserving enlisted personnel, and highly skilled professionals in critical fields such as cyber operations, artificial intelligence, engineering, aviation, communications, research and development, and other emerging technologies essential to a modernizing and expanding armed force.

The DND also instructed the AFP to establish merit-based pathways for commissioning outstanding enlisted personnel, consider reasonable accommodations for qualified persons with disabilities whose expertise are vital to defense missions, and develop appropriate training and career development programs for personnel recruited through these non-traditional entry pathways. All implementing guidelines must remain consistent with existing laws and uphold the AFP’s professional, operational, and security standards.

The expanded Direct Commission Program supports the AFP’s modernization efforts and the Comprehensive Archipelagic Defense Concept by ensuring the Armed Forces can attract, develop, and retain the specialized talent needed to address evolving defense and security challenges, and safeguard national security.

By strengthening the AFP’s human capital, the DND continues to build the capabilities required to defend the nation, sustain internal security gains, and address emerging threats in an increasingly complex strategic environment.

His Majesty’s Australian Ship (HMAS) Choules' port visit to Subic, Zambales, from July 6 to 10, 2026, reaffirming the enduring maritime partnership between the Philippine Navy and the Royal Australian Navy (RAN) reinforcinh PH-Australia Maritime Cooperation 🇵🇭

She (L100) was commissioned in December 2011 as HMAS Choules, named after Royal Navy and Royal Australian Navy Chief Petty Officer Claude Choules, who served in both the Royal Navy and the RAN during his career, and was the last known living participant in World War I. Choules is the second RAN vessel to be named after an enlisted sailor.

History says L100 served with the Royal Fleet Auxiliary (RFA) from 2006 to 2011, before being purchased by the Royal Australian Navy (RAN). The vessel was built as RFA Largs Bay by Swan Hunter in Wallsend, Tyne and Wear. She was named after Largs Bay in Ayrshire, Scotland, and entered service in November 2006. During her career with the RFA, Largs Bay served as the British ship assigned to patrol the Falkland Islands in 2008, and delivered relief supplies following the 2010 Haiti earthquake

He was born on 22 February 1969 and is the fourth child among 6 siblings. His father, Perpetuo Nafarrete, is a local attorney from Pangasinan, while his mother, Maria Daisy Gustilo-Nafarette, is a former public school teacher from La Paz, Iloilo, and was once a teacher at the Ramon Magsaysay High School, and still currently serves as an active board director of the family's rural bank, the Rural Bank of Calinog (Iloilo), Inc.[2] Nafarrete often visits his grandmother's family-owned rice and sugarcane fields in Calinog, Iloilo during the summer season and later moved to the province in his elementary years. He finished his elementary schooling at the Calinog Elementary School in 1982 and eventually finished high school at the West Visayas State University in 1986 and later became interested in entering the Philippine Military Academy (PMA) during a career orientation held in the university.

He later entered the PMA in 1986 amidst the Coup attempts against Corazon Aquino during 1986 to 1987, and eventually became part of the Alpha Company of his batch and later became the company's squad and platoon commander.

He is married to Dra. Patrizia M. Nafarrete, and they have fraternal twins, Antonio Miguel and Anna Mikaela.

BRP Diego Silang (FFG-7) is the second ship of the Miguel Malvar-class guided missile frigates of the Philippine Navy. She is the second ship to be named after Diego Silang y Andaya, a Filipino revolutionary leader who fought against Spanish colonial rule.
