𝐁𝐎𝐂𝐀𝐔𝐄 𝐁𝐔𝐋𝐀𝐂𝐀𝐍 — Patuloy na pinatitibay ni Police Brigadier General Jess B. Mendez, Regional Director ng Police Regional Office 3 (PRO3), ang kampanya laban sa kriminalidad sa Central Luzon sa pamamagitan ng maagap na pagtugon at mas pinaigting na police operations. Muling naging sentro ng atensyon ang kanyang pamumuno kasunod ng matagumpay na operasyon sa North Luzon Expressway (NLEX) noong Hunyo 26, 2026, laban sa isang grupong pinaghihinalaang sangkot sa serye ng mga pagnanakaw.

Sa ilalim ng kanyang direktiba, nagsagawa ang PRO3 ng masusing surveillance at intelligence monitoring sa mga suspek bago inilunsad ang hot pursuit operation at paglalagay ng blocking forces sa mga pangunahing exit ng NLEX. Nagresulta ang operasyon sa pagkakaaresto ng tatlong hinihinalang miyembro ng robbery group matapos ang armadong engkuwentro sa mga awtoridad.

Ayon kay PBGEN Mendez, magpapatuloy ang agresibong kampanya laban sa kriminalidad upang matiyak na walang ligtas na kanlungan ang mga kriminal sa Central Luzon. Binigyang-diin din niya ang kahalagahan ng mabilis na koordinasyon, maayos na intelligence operations, at propesyonal na pagpapatupad ng batas sa bawat operasyon.

Mula nang italaga bilang Regional Director ng PRO3, isinulong ni PBGEN Mendez ang pagpapalakas ng police visibility, mabilis na crime response, at mas mahigpit na pagpapatupad ng mga programa para sa kapayapaan at kaayusan. Ang mga hakbang na ito ay naglalayong mapanatili ang seguridad ng mga komunidad at mapataas ang tiwala ng publiko sa hanay ng kapulisan.

PNP’S JULY DRIVE MARKS ARREST OF 6 CENTRAL LUZON MOST WANTED FUGITIVES

The Philippine National Police (PNP), under the command of PGEN Jose Melencio C. Nartatez Jr., opened the month of July with a major accomplishment in its intensified campaign against wanted persons as the Police Regional Office 3 (PRO3) successfully arrested six of Central Luzon’s Regional Most Wanted Persons in separate intelligence-driven operations conducted across Bulacan, Laguna, Pangasinan, Bataan, and Nueva Ecija on July 1, 2026.

The operations resulted in the arrest of the No. 1, No. 2, No. 3, No. 4, No. 9, and No. 10 Regional Most Wanted Persons, all facing charges for murder, r**e, qualified r**e, statutory r**e, and r**e by sexual assault. The accused were apprehended by virtue of warrants of arrest issued by the respective courts, with no bail recommended in the applicable cases.

Among those arrested was the No. 1 Regional Most Wanted Person, who is facing four counts of statutory r**e and was arrested in Infanta, Pangasinan through a joint operation led by the San Felipe Municipal Police Station with support from the Regional Intelligence Unit 3 (RIU3), the Criminal Investigation and Detection Group (CIDG) Zambales, and other operating units. In Obando, Bulacan, police also captured the No. 2 Regional Most Wanted Person, who is facing three counts of r**e, through the efforts of the Obando Municipal Police Station Tracker Team with intelligence support from the Provincial Intelligence Team (PIT) Bulacan West and RIU3.

Meanwhile, the No. 3 Regional Most Wanted Person, wanted for qualified r**e, was arrested in Alaminos, Laguna through the combined efforts of the Casiguran Municipal Police Station, Aurora police units, and the Alaminos Municipal Police Station. In another operation, personnel of the San Jose del Monte City Police Station Warrant Section, together with PIT Bulacan East, RIU3, and the Regional Mobile Force Battalion 3, arrested the No. 4 Regional Most Wanted Person in Valenzuela City, who is facing a murder charge.

PRO3 also accounted for the arrest of the No. 10 Regional Most Wanted Person, who is wanted for r**e by sexual assault, in Balanga City, Bataan through a joint operation conducted by the Balanga City Police Station, RIU3, and the Provincial Intelligence Unit Bataan. In Nueva Ecija, the No. 9 Regional Most Wanted Person, who was likewise the No. 1 City Most Wanted Person of Palayan City, was arrested by the Palayan City Police Station Tracker Team in General Mamerto Natividad for r**e under Article 266-A of the Revised Penal Code. Following the operation, the accused were placed under police custody for documentation and proper legal disposition.

“The arrest of these six high-ranking fugitives reflects the PNP’s unwavering commitment to ensuring that individuals charged with grave offenses are brought before the courts. We will continue to strengthen intelligence and law enforcement efforts to keep dangerous offenders from evading justice.” said PGEN Nartatez.

The accomplishment supports the PNP Focus Agenda, an organizational framework for transformation designed to make police service more responsive, accountable, and community-centered. Among its key priorities, Enhanced Managing Police Operations continues to strengthen intelligence-driven law enforcement efforts, enabling police units to locate and arrest high-value fugitives through sustained operational coordination.

PRO3 Intensifies Campaign Against Loose Fi****ms; Recovers 2,170 Fi****ms, Posts Significant Gains in 2026

Police Regional Office 3 (PRO3) has significantly strengthened its campaign against loose fi****ms, posting marked improvements in operations, firearm recoveries, arrests, and cases filed from February 24 to June 28, 2026, compared to the same period last year.

During the period, PRO3 conducted 1,011 anti-loose fi****ms operations, a 27.8 percent increase from the 791 operations carried out during the same period in 2025. These intensified efforts resulted in the recovery of 2,170 fi****ms, exceeding last year's total of 1,698 by 472 fi****ms, likewise reflecting a 27.8 percent increase.

The Region also recorded significant gains across other key indicators of its campaign. Confiscated fi****ms increased from 426 to 568, while eight fi****ms were captured during police operations after none were recorded during the same period last year. Community support also contributed to the campaign's success, with 1,048 fi****ms voluntarily surrendered, more than tripling the 319 surrendered in 2025. Meanwhile, police arrested 526 violators, up from 405 last year, and filed 506 criminal cases, compared to 393 during the same period in 2025.

PRO3's intensified operations continue to deliver tangible results on the ground. In the latest accomplishment, operatives of the Santa Maria Municipal Police Station, in coordination with other police units and the Philippine Drug Enforcement Agency (PDEA), arrested a high-value drug personality during a buy-bust operation in Barangay Guyong, Santa Maria, Bulacan, in the early hours of July 1. The operation escalated into an armed encounter and led to the seizure of approximately 75 grams of suspected shabu valued at ₱510,000, along with a 9mm G***k pistol, a hand gr***de, live ammunition, and other evidence, underscoring the Region's sustained efforts to combat both illegal drugs and the proliferation of loose fi****ms.

Police Regional Director PBGEN Jess B. Mendez said the Region's accomplishments demonstrate PRO3's unwavering commitment to preventing crime by taking illegal fi****ms out of circulation.

"Every loose firearm recovered is a potential act of violence prevented. Our recent accomplishments reflect the unwavering commitment of our personnel and the growing cooperation of our communities in keeping Central Luzon safe. We will continue to intensify our operations, strengthen intelligence and inter-agency coordination, and ensure that individuals who unlawfully possess fi****ms are held accountable under the law."

PBGEN Mendez emphasized that in line with the PNP Focused Agenda of PNP Chief PBGEN Jose Melencio C Nartatez Jr, PRO3 will continue to sustain intelligence-driven operations, strengthen collaboration with partner agencies, and deepen community engagement to curb the proliferation of loose fi****ms and preserve peace and order throughout Central Luzon.

PRO3 OPENS JULY WITH ARREST OF TOP SIX REGIONAL MOST WANTED PERSONS

Police Regional Office 3 (PRO3) opened the month of July with a series of major breakthroughs in its campaign against wanted persons following the successful arrest of the Top 1, Top 2, Top 3, Top 4, Top 9, and Top 10 Regional Most Wanted Persons in separate intelligence-driven operations conducted in Bulacan, Laguna, Pangasinan, Bataan, and Nueva Ecija on July 1, 2026.

The six fugitives, all facing charges for murder, r**e, qualified r**e, statutory r**e, and r**e by sexual assault, were arrested by virtue of warrants of arrest issued by the respective courts, with no bail recommended in the applicable cases.

The Top 1 Regional Most Wanted Person, wanted for four counts of statutory r**e, was arrested in Infanta, Pangasinan through a joint operation led by the San Felipe Municipal Police Station with support from RIU3, CIDG Zambales, and other operating units.

In Obando, Bulacan, the Top 2 Regional Most Wanted Person, facing three counts of r**e, was apprehended by the Obando Municipal Police Station Tracker Team with intelligence support from PIT Bulacan West and RIU3.

Meanwhile, the Top 3 Regional Most Wanted Person, wanted for qualified r**e, was tracked down in Alaminos, Laguna through a coordinated operation led by the Casiguran Municipal Police Station with support from Aurora police units and Alaminos Municipal Police Station.

In a separate operation, personnel of the San Jose del Monte City Police Station Warrant Section, together with PIT Bulacan East, RIU3, and RMFB 3, arrested the Top 4 Regional Most Wanted Person in Valenzuela City, who was wanted for murder.

At around 9:15 AM, another intelligence-driven operation resulted in the arrest of the Top 10 Regional Most Wanted Person, who was wanted for R**e by Sexual Assault, in Barangay Central, Balanga City, Bataan. The operation was jointly carried out by personnel of the Balanga City Police Station, Regional Intelligence Unit 3 (RIU3), and Provincial Intelligence Unit (PIU) Bataan, by virtue of a Warrant of Arrest issued by the Regional Trial Court, Branch 3, Balanga City, Bataan.

Also, at about 9:45 AM, the Top 9 Regional Most Wanted Person and Top 1 City Most Wanted Person of Palayan City was arrested in Barangay Pulong Singkamas, General Mamerto Natividad, Nueva Ecija. The operation was conducted by the Tracker Team of the Palayan City Police Station. The accused was arrested by virtue of a Warrant of Arrest for R**e under Article 266-A of the Revised Penal Code, with no bail recommended, issued by the Family Court, Branch 7, Palayan City. Following the arrest, the accused was taken into the custody of the Palayan City Police Station for documentation and proper disposition.

PBGEN Jess B. Mendez, Regional Director of PRO3, commended the operating units for their professionalism and teamwork, saying the series of arrests demonstrates the Region's unwavering commitment to bringing fugitives before the courts.

PUBLIC TIP IGNITES 12-HOUR HUNT, PNP CAPTURES MOST WANTED R**E SUSPECT

The Philippine National Police (PNP), under the leadership of PGEN Jose Melencio C. Nartatez Jr., arrested a most wanted person facing two counts of Statutory R**e after a concerned citizen’s tip ignited a 12-hour manhunt that ended with the suspect’s capture on June 26, 2026.

The operation stemmed from information immediately acted upon by the Police Regional Office 3 (PRO3). Through the combined efforts of the Regional Special Operations Group 3–Regional Intelligence Division (RSOG3-RID), the PRO3 Cyber Patrol of the Regional Intelligence Division, and the Sta. Maria Municipal Police Station, authorities promptly validated the intelligence through online and social media monitoring, enabling them to identify and locate the accused. The manhunt led in the successful service of a Warrant of Arrest for two counts of Statutory R**e issued by the Regional Trial Court, Branch 61, Angeles City, Pampanga, with no recommended bail.

“Every wanted person taken into custody strengthens the rule of law and reinforces public confidence that justice will catch up with those who attempt to evade it. TIMELY PUBLIC TIP LEADS TO WANTED PERSON'S ARREST IN UNDER 12 HOURS

Camp Olivas, City of San Fernando, Pampanga – A tip from a concerned citizen led to the arrest of a wanted person facing charges for Statutory R**e in Sta. Maria, Bulacan, less than half a day after the information reached the Police Regional Office 3 (PRO3).

The operation was conducted at around 5:00 PM on June 26, 2026, through the joint efforts of the Regional Special Operations Group 3–Regional Intelligence Division (RSOG3-RID), the PRO3 Cyber Patrol of the Regional Intelligence Division, and the Sta. Maria Municipal Police Station.

Upon receiving the report, the operating units immediately validated the information, including online and social media intelligence gathering, which enabled them to identify and locate the accused. Acting on the verified intelligence, the team launched a manhunt operation that resulted in the successful service of a Warrant of Arrest for two counts of Statutory R**e issued by the Regional Trial Court, Branch 61, Angeles City, Pampanga. The warrant carries no recommended bail.

PBGEN Jess B Mendez, Regional Director of PRO3, commended the operating units for their swift and coordinated response and emphasized the important role of the public in supporting law enforcement efforts.
