When the top is a little snug but you want to keep the skirt due to cute hem, just cut the dress up and sew on an elastic waistband.
The top can be neaten up and used.

Alternations- clothes redesigning
Love the pattern and colours on this too large thrifted top. Was so happy that the bodice had enough material to be altered into a skirt.
The long sleeves was made into a top. There was enough fabric to cut from sides of skirt to expand the sides of top.
Two pieces of floral embroidery were attached to shoulders of top, extending length of top comfortably as well as adding interest.
