Owned and operated by Christopher Norris, purveyor of fun and fine hats, the legendary Hat Cart (also known as the Heads Up hat cart), has been operating for over twenty years and is the one of the oldest businesses on the mall. The cart is open year-round, selling fine seasonal and novelty noggin toppers made for adults and children alike!
