Thats the way I started.
Apply for your Cottage permit (is free), the only requirement is to have a Food Handler Card (you can get it online for like $10-15 bucks). After that you can get your city bussines license to be able to go to parks and any other locations like pop up markets etc to sell your coffee/drinks (no food truck/trailer required).
Just following the guidelines of the Cottage Food program and you can 100% start your bussines from home and sell drinks, food, desserts etc.
