Governor Lee signed HB1503 yesterday. If you thought last year's h**p overhaul was the end of it, it wasn't.

This cleanup bill tightens supplier rules, kills any hope of another TDA extension, and adds new labeling and packaging requirements.

The “Pot for Potholes Act” that sought to legalize recreational ma*****na in Tennessee and direct tax revenue toward fixing the state’s roads has failed to advance in the legislature.

The proposal (SB 2440 / HB 2525), sponsored by Sen. Heidi Campbell (D-Nashville) and Rep. Aftyn Behn (D-Nashville), would have allowed adults 21 and older to possess and use ma*****na, permitted limited home cultivation, and created a regulated market for sales. It proposed a 15% excise tax on ma*****na sales, with 75% of the revenue going to the state highway fund for road and bridge repairs, 20% to counties, and 5% for administration.

The Senate Judiciary Committee took up the bill this week. It was deferred from March 23 to March 24, where it ultimately failed on a 2-7 vote.

The companion House bill (HB 2525) was taken off notice in the Criminal Justice Subcommittee of the Judiciary Committee on March 25 and did not advance.

This marks the second consecutive year the measure has stalled at the committee stage in the Republican controlled General Assembly. Supporters had promoted the idea as a creative way to generate new revenue for Tennessee’s infrastructure needs without raising other taxes, but it faced strong opposition over concerns about public safety and broader legalization.

No further action is expected on the bill this session. Tennessee remains one of the few states without any form of legalized recreational or comprehensive medical ma*****na.

Tennessee has placed full control of the h**p industry under the Tennessee Alcoholic Beverage Commission. Starting July 1, the ABC will oversee all h**p regulation statewide.

This means most of the products currently being sold will be restricted or prohibited, and shipping h**p products in or out of the state will no longer be permitted.

This impacts businesses, employees, and entire communities.
