Final update:
The young ladies came forward and paid me for what they took. I’m glad to see they made the right choice. I hope they learned a valuable lesson from this. Stealing is not worth a life long record.
UPDATE 2:
I notified the Portsmouth Police about this issue. The officer provided me with this order. If you don’t bring the other items back or at least come in and pay for them in the next two days, I WILL turn you in. He also has your picture. It’s up to me to proceed and I have already made the first step. I am giving you a chance to keep from having a criminal record.

The two girls that have been in my shop I got you on camera today. Your CHOICE to bring it back or I will forward the video to the Portsmouth Police. You had a black puffer coat on. I don’t know your name but I’m sure the police will find you. I am giving you ONE chance to bring it back before reporting it. I would really hate to post it on social media to embarrass you. There is one black girl and one white girl that hang together.
