Providing bedding for outside animals is the law now in York County.
The ordinance reads” The enclosed shelter must include non- absorbable insulation, such as shavings or straw, from Nov. 1 through March 1” “ The enclosure must also be elevated off the ground of sufficient height to keep water, snow, or ice from entering it.”
